It only looked empty to an industry that reads a screen for content and misses what the screen is doing while it appears to do nothing. The IAB Tech Lab has now issued a formal signaling standard for six formats — pause ads, menu ads, screensavers, in-scene placements, squeezebacks, overlays — and the trade calls this an expansion of inventory. It is not an expansion. It is a discovery. The industry has located a room in the house it has lived in for seventy years and only now noticed the door. Every medium extends a faculty and numbs one in the same motion. The pre-roll extended the interruption; it numbed the viewer&#x27;s sense of a program&#x27;s edges, so that ad and content blurred into a single continuous flow the viewer stopped resisting. The pause button did something else entirely. It was built to extend the viewer&#x27;s control — stop the world, hold the frame — and it succeeded so completely that the industry filed the pause under leisure, under bathroom break, under the one gesture on the remote that had escaped monetization. A control extended is a market amputated. Nobody sells to a room they believe is empty. The standard says the room was never empty; someone was standing in it the whole time, waiting. Watch what the standard actually retrieves. The pause ad is not new. It is the shop window revived — the thing you look at while you are not moving, addressed to a body that has voluntarily stopped, not one interrupted mid-stride. The menu ad retrieves the door-to-door catalogue, the object placed in your hand at the threshold before you have chosen a room to enter. The screensaver retrieves the parlor wallpaper, the ornament that speaks only when no one is speaking to it. None of these formats required invention. They required a vocabulary common enough that a demand-side platform and a supply-side platform could agree they were looking at the same gap, and a gap without a shared name cannot be bought or sold; it can only be noticed, privately, by whoever happens to be looking. A standard is a ratio before it is a rule. What the Tech Lab has actually done is tell six different silences apart from one another — the silence of a held frame, the silence of a chosen menu, the silence of an idle screen — and give a machine the means to bid on each differently. The content that will fill these gaps is a decoy, as content always is; the medium&#x27;s real message is that the industry&#x27;s sense of where a program ends and an audience&#x27;s private moment begins has just been redrawn, on a Tuesday, by a signaling spec nobody outside the trade will ever read. Not covertly did they do it,— no, with a Quarterly Update, and a press clarification, and the whole soft apparatus of Company Language; but withdraw they did; and the world of buyers, who had been told for three years that Deliverance was coming, that a true Successor to the old dead Panel-God was at hand, must now digest the plain fact: the two Successors most spoken of have both, at the self-same season, stepped backward out of the light. Sincere-Cant, this; and worth thinking of. For observe: nobody denies the fact, nobody even much minds it,— the Trade Press notes it, files it, moves on to the Upfront numbers. And so it always is with Sham: it does not come roaring in at the door with cloven hoof and brimstone; it comes in a Quarterly Update, filed on the thirteenth of July, with a clarifying footnote three days after, explaining that no, no, only the Ads component is withdrawn, the Content component remains,— as if a man&#x27;s Word could be half honest and half not, and the half-honest half left standing while the other slips out the back! Let us have the plain narrative, stripped of its Company Vestments. The Media Rating Council,— no thunder-throated Institution, no Sinai of the trade, but a small persistent Body whose whole business is the unglamorous Work of counting other men&#x27;s counting,— published on July 13th its ordinary Quarterly accounting. In it, Nielsen ONE Ads: removed from in-process status, the reason given &quot;planned material methodological changes,&quot;— which is to say, We are changing the machine, and cannot at this hour permit thee to look inside it. Three days later, a Clarification: the withdrawal touches the Ads component only; Nielsen ONE Content remains, they say, in audit. VideoAmp, meanwhile, recharacterised,— not refused, mark you, not struck off, but recharacterised , toward &quot;a planned reassessment in 2027,&quot; the company itself protesting that it is merely digesting &quot;pre-audit feedback&quot; and may return the sooner. Comscore and iSpot, be it noted, sit where they sat, their accreditations intact; and old dethroned Nielsen, in her ancient national and local vestments, remains under Suspension still, a Lear wandering the heath of her own irrelevance. Here, then, is your Chaos struggling to pass itself off as Cosmos. Two Currencies, the very two oftenest named as heir to the whole cross-platform Kingdom,— the thing buyers have been told, for three revolving budget-years, to wait for, to trust, to build their whole edifice of spend upon,— both of them, at one and the same season, outside the one door through which Independent Witness might enter and inspect the books. Not refused entry: withdrawn of their own motion. There is a difference, my friends, and it is precisely the difference between a man driven from the Confessional and a man who rises of his own accord and walks out before the Question is asked. And is not this the very moment,— mark it well,— the very moment when the buyers of this trade cry loudest for Independent Proof? When every trade paper, every conference stage, every anxious CFO demands to know What We Actually Bought? Aye: it is exactly then, at the hour of loudest demand for Reality, that the two chief claimants to Reality&#x27;s throne step back from the one lamp lit to examine them. Call this coincidence who will; I call it the Universe declaring, in its plain wordless fashion, that Timing itself is a species of Confession. Quackery, be it never so well provisioned with Company Language, gives birth to nothing; gives death, in the end, to the buyer&#x27;s confidence, and to its own. Not that I say these are Quacks entire,— Nielsen ONE Ads may yet return, purified, re-examined, in-process once more; VideoAmp may walk back through that door in 2027 as promised, its methodology squared and sound. This is no verdict of eternal damnation. It is a verdict of this hour only: that the two Measurements most loudly proposed as the true heirs of Television&#x27;s throne have, in the hour when Proof was most wanted, declined for a season to be proved. What, then, is a Currency that will not be counted? A Phantasm merely, wearing the Vesture of a Currency,— numbers on a screen, dashboards, quarterly decks, and beneath the Vesture, for this season at least, no Witness standing by to say the numbers are what they claim. Buyers who spend against such numbers spend, for this season, on Faith alone; and Faith without Witness has another, older name, and it is not a flattering one. Adieu, then, to the two Successors,— not in anger, for the trade is young yet, and Institutions may yet mend what a Quarter has unmade. But let no man tell you, in the meanwhile, that the Kingdom has found its King. It has found, instead, two Claimants withdrawn from the Examination-hall, at the very hour the whole Court was assembled to watch them sit it. Sham does not announce itself with trumpets.
